What is actually confirmed?
The clearest current statement is on CapCut's official Seedance 2.5 editor page: the model is in a pre-launch phase and is "coming soon." Dreamina's official Seedance 2.5 page uses the same coming-soon language.
That confirms the model and its planned feature set. It does not confirm a public launch day, general API access, pricing, or regional availability.
